Swiss-European Mobility Programme (SEMP)
On this page you will find information on how to implement and manage the Swiss-European Mobility Programme at your institution.
The Swiss-European Mobility Programme (SEMP) is part of the Swiss Programme for Erasmus+. It enables Swiss universities and colleges of higher education to promote the international mobility of students and staff. Participating institutions can send their own students and staff abroad (outgoing) or host people from abroad (incoming).
Implementation of the SEMP

Login area
Every Swiss institution accredited for the SEMP has access to our website’s login area. In the login area, you can submit and process funding applications and view the status of your ongoing SEMP projects. You will also find all official documents and templates for the implementation of mobilities.
SEMP accreditation
All officially recognised Swiss universities and universities of applied sciences, as well as all colleges of higher education with federally recognised courses on tertiary level, can participate in the Swiss-European Mobility Programme and promote international mobility at their institution. In order to do so, the institution must obtain a SEMP accreditation. It can then apply for funding once a year in order to fund mobilities in the following academic year.
The accreditation attests that the institution will implement mobilities in accordance with the SEMP quality standards.
Procedure for the SEMP accreditation
Your institution is not participating in the SEMP yet and would like to be accredited?

- Submit the application by the beginning of March
Tip: You can submit an application for accreditation and an application for funding at the same time. If your application for accreditation is successful, you will be able to start funding mobilities the same year.
Participation in the SEMP is also possible as a consortium. The steps are the same as for the accreditation of individual institutions.
SEMP Management
Funding application
As part of the Swiss-European Mobility Programme, Swiss universities and colleges of higher education can apply for funding for student and staff mobility every year in March. To this end, each institution estimates how many mobilities will be organised in the coming academic year. The funding application is submitted via the login area. All types of SEMP mobility, including Blended Intensive Programmes (BIP) are requested at the same time in the same application form. Movetia then evaluates the applications and issues a contract.
Call system
The funding period, also known as "call", starts on 1 June of the application year. Each call lasts 26 months. The 26 months allow for the funding to be utilised efficiently: if there are funds left over after one academic year, Movetia can redistribute them between the Swiss institutions participating in the SEMP.
Interim report
The interim report is completed to determine which institutions have funds left over at the end of the academic year and which institutions need additional funding. This allows for the redistribution and efficient use of the available funds.
Final report
At the end of the 26-month funding period, the institutions submit a final report. The final report lists all mobilities that were carried out during the call. The final report serves as a closing statement and allows for a statistical survey of all funded mobilities. It consists of an online form and a statistical part (Excel table).
The interim report and final report are submitted via the login area in the same way as the application.
Signing agreements with partner institutions
In order to fund semesters abroad for students, teaching assignments abroad for staff and Blended INtensive Programmes (BIP), the Swiss institution must conclude interinstitutional agreements with partner institutions abroad. These agreements set the framework for interinstitutional mobility and establish the number of places available at each institution.

Organising mobilities
Every Swiss higher education institution participating in the SEMP is in charge of organising the individual mobilities. Institutions promote the mobility programme and advise participants throughout the entire process (application, stay, return, recognition). They also coordinate the applications, complete the mobility documents and are responsible for paying out the grants.

People with special needs
We offer additional financial support for students and staff with special needs. The grant is intended to cover additional costs that occur during the stay due to a disability or to a physical or mental health problem. The application for a special needs grant is submitted by the Swiss institution for both outgoing and incoming mobilities. It can be submitted at any time, but has to be sent in before the start of the stay.

Erasmus without Paper (EWP)
The management of Erasmus+ is being digitalised in connection with the European Student Card Initiative. The initiative aims at the creation of a common, digital education area across Europe. It includes several projects, three of which are of central importance:
- Erasmus Without Paper EWP
- European Student Identifier (ESI)
- E+ App
Those three projects are interlinked and are intended to ensure the flow of information between European students and their home and host institutions. Detailed information on the three projects and the current situation for Swiss institutions can be found in our factsheet.
Advice and support
We provide various opportunities to answer your questions about the Swiss-European Mobility Programme (SEMP).
“Sofa Talks” are held at least four times a year. They are informal online sessions during which we are available for an hour to answer questions about the SEMP. These sessions are only for Swiss institutions with a SEMP accreditation. The link and dates for upcoming Sofa Talks in the spring semester will be published during the winter.
Once a year, we organise an annual event for all institutions participating in the SEMP. This event offers an opportunity to meet in person and to exchange about current topics in higher education. To the annual event on 12 December.
