«European Universities» strengthen strategic international cooperation in education and research and promote the mobility of students. In doing so, they are reshaping the higher education landscape. A project comprises around 9 universities and numerous other partner organisations such as cities, companies and professional associations. The strategic orientation means that university leadership is closely involved in the projects.

The «European Universities» are a prestigious flagship initiative of the European higher education strategy and are funded as part of Erasmus+. Only 65 such projects are currently being funded across Europe, and Swiss universities are involved in 12 alliances. Associated participation in an Erasmus+ project is funded by the Swiss Programme for Erasmus+. 

Strengthening international cooperation

The European Universities initiative aims to significantly deepen transnational institutional cooperation within the European Higher Education Area (EHEA) in the areas of education, research, innovation and services for society. For example 

  • the participating universities develop and implement a long-term joint education strategy,
  • they create innovative educational offers such as joint degree programmes in which students attend modules at different universities in the alliance and in which degrees are awarded jointly by the participating universities,
  • the alliances create joint structures for efficient university administration or pilot new forms of transnational employment for teaching staff, or
  • the participating universities increase the educational mobility of students and staff, creating a European inter-university campus. 

The projects are intended to help strengthen the quality and competitiveness of European higher education and to promote European values. Projects are currently funded for 2 years. However, it is expected that alliances will continue their cooperation beyond this funding period. 

The «European Universities» are also active in other missions than education, such as research. They sometimes receive additional funding for these activities. 

With their activities, the participating Swiss universities contribute to the further development of the European Higher Education and Research Area and at the same time to the Swiss education policy priorities.

Swiss institutions as associated partners of «European Universities»

Swiss institutions can participate as associated partners. The requirements of the Erasmus+ programme apply and the management is subject to an institution in an Erasmus+ programme country. Swiss institutions do not receive EU funding, but their participation can be funded via Movetia. To this end, the Swiss institution submits an application for funding for participation to Movetia in parallel with the EU application. The participation and role in the various activities must already be clearly described in the EU application.

Requirements

For institutions:

  • Officially recognised Swiss universities with accreditation in accordance with the Higher Education Funding and Coordination Act (HFKG) are eligible to apply
  • A higher education institution can receive financial support only for participation in one Alliance.

To the project:

  • The Swiss higher education institution participates as an independent ‘associated partner’. Its  roles and activities are clearly identified in the Erasmus+ application.
  • The Swiss application is submitted to Movetia in parallel to the corresponding Erasmus+ application, in the same application round of the same year.
  • The funding amount is appropriate and proportionate in comparison to the EU partners and the planned activities.
  • Your role must correspond to that of a higher education institution as an Erasmus+ beneficiary.
  • At least 40% are own or third-party funds.
  • No double funding with other Movetia or Erasmus+ Funding opportunities.
  • Swiss participation in an Erasmus+ European Universities project can only be funded if the Executive Agency in Brussels (EACEA) approves the funding of the Erasmus+ project at EU level.

Funding amounts

  • Funding amount: single funding option of CHF 350,000 per year and institution
  • A maximum of 60% of the staff and material costs of the Swiss institution/organisation that are directly related to the project. You must provide at least 40% of the project funding yourself or finance it from other sources (funding from Movetia or Erasmus+ is excluded).

Swiss participation in an Erasmus+ European Universities project can only be funded if the Executive Agency in Brussels (EACEA) approves the funding of the Erasmus+ project at EU level.

Procedure

In principle, only the management of a higher education institution can submit a project on behalf of the Swiss institution.

Follow these steps to carry out your project:

    1. Gather information and explore opportunities

    Find out about the European Universities initiative and the opportunities available in Switzerland:

    • Talk to European and Swiss colleagues about the initiative.
    • Attend information events.
    • Find out about Erasmus+ and the Swiss rules.

    2. Seek advice from Movetia

    • Contact us to gain a better understanding of the project format. We will be happy to advise you individually to find a suitable funding format for your project or to clarify any questions you may have about planning, submission and implementation. The consultation can take place by telephone, online or on site.

    3. Plan your project

    • Get involved in the design of the project and help write the Erasmus+ application. Make sure your participation and role in the Erasmus+ application are described and justified.
    • As part of the Erasmus+ application, plan your project participation to the extent possible for you, e.g. taking into account the maximum possible Swiss co-financing.

    4. Submitting a funding application

    • The project management submits the Erasmus+ application to the Executive Agency (EACEA) in Brussels.
    • To participate in the project as an ‘associated partner’ and apply for Swiss funding from us, the first step is to submit the EU application to us by e-mail (highereducation@movetia.ch). Please adhere to our deadline, which is normally two weeks after the Erasmus+ application deadline. Only if you submit the EU application by the deadline will you then be able to submit a Swiss funding application to Movetia.

    5. Preparing the Swiss funding application

    We will send you the Swiss application forms. Familiarise yourself with them or start writing the application.

    • For your Swiss funding application, you will need the following documents in particular:
    1. Project description with the objectives and added value for the Swiss education system.
    2. Define the specific role you will play as a Swiss institution in the Erasmus+ European University. To qualify for Swiss co-financing, your role must correspond to that of a ‘full partner university’.
    3. Project implementation: Present the costs you expect to incur for your participation in the Erasmus+ project. Use the information you have already provided for the EU application as a guide.
    4. Project financing: Details of own contribution and third-party financing. Movetia's contribution may cover a maximum of 60% of the expected total costs.

    6. Inform Movetia about Erasmus+ funding decision

    Swiss participation in an Erasmus+ European University can only be funded if the Executive Agency in Brussels (EACEA) approves funding for the Erasmus+ project at EU level. We are therefore awaiting the funding decision. Please let us know as soon as possible whether the Erasmus+ project will be funded or not.

    7. Submit funding application

    •  If the Erasmus+ decision is positive, you can submit a funding application to us. The prerequisite is that you have registered your funding application with us in advance.
    • Please adhere to our deadline; you have approximately 4 weeks. We will communicate the exact deadline to you after the EU results have been announced.

    8. Funding decision and contract

    • We will review your application.
    • You will usually receive a decision within two months with information on the evaluation and the approved funding amount.
    • If the decision is positive, we will send you a contract.
    • The project start date is specified in the Erasmus+ project and applies equally to Swiss participation.
    • Within 30 days of receiving the signed contract, you will receive 40% of the funding amount. You will receive a further 40% once at least 70% of the first tranche has been spent and, at the earliest, in the following year, and 20% after the final report has been reviewed.
    • Payments will only be made to institutions based in Switzerland.

    9. Implementing the project

    • The project begins, and all planned activities take place during the project period.
    • You can notify us of any changes to your project (e.g. duration, project partner, budget) using a separate form (available here). This must be reviewed and approved by us.
    • During the project period, the results should be disseminated continuously – take part in conferences, publish articles about the project and talk about it within your network. When doing so, please mention the funding provided by Movetia and tag us online. 

    Reporting on projects

    10. Submit interim and final reports

    • During the project period, you must submit an interim report as contractually agreed and a final report after the project period has ended. The forms for this are available online and include information on project management, project implementation and results. The final report must also include a breakdown of the actual costs for the entire project (keep your receipts). We will inform you as soon as the forms are available and the reports are due.
    • After reviewing the final report, you will receive the last instalment of 20% provided that the activities have been carried out, the budget has been spent and at least 40% of your own contributions have been reported. If you had lower costs, we will pay out any remaining amounts or issue a refund request.

    11. Communicating on the project

    • The results and products of the funded projects should be shared as widely as possible and made available to other stakeholders in the education system – the concept for this is part of your funding application. Implement the planned communication measures. Make sure to mention Movetia as a funding partner. We provide logos and text modules for this purpose.
    • Share the content widely through your institution's channels, e.g. newsletters, social media, blogs, etc. This will present your institution as innovative, open-minded and an attractive employer. It will also stimulate professional exchange within the education sector.
    • Contact us to increase your reach, e.g. through a magazine article on our website. 

    Reporting on projects

Q & A

A Swiss application must be submitted in parallel with the Erasmus+ application. Swiss funding cannot be applied for retrospectively.
